Libyan Managers Ready to Embrace the Concept of Balanced Scorecard

Links Enterprise Business Solutions L.C.C, a Libyan local company in affiliation with the Balanced Scorecard Institute has started offering training courses to some of the Libyan managers working in the field telecommunication sector.

The first course of this kind was organized last week at the Grand Hotel under the tutorship of Dr. Sandy McLure, Senior Associate professor at the Balanced Scorecard Institute. Phase one of the training is said to involve mostly the introductory part of the course.

"The balanced scorecard is a strategic planning and management system that is used extensively in business and industry, government, and nonprofit organizations worldwide to align business activities to the vision and strategy of the organization, improve internal and external communication, and monitor organizational performance against strategic goals," highlighted Dr. McLure while speaking to The Tripoli Post.

According to Dr. McLure, the balanced scorecard was first developed in the US in the early 90's as a way of measuring performance in organizations, not necessarily just the financial performance but also measuring performance from customers' perspective.

"It was a more balanced way of measuring performance because during the early 90's performance used to be measured purely on the financial grounds," he added.

On the same occasion, the CEO and Chairman of L.C.C Omran Zbeida expressed his satisfaction for the participants' ability to quickly grasp the concept of the balance scorecard.

"One of our strategic objectives and plans is to broaden the exposure of professionalism in Libya and one of them is the balanced scorecard. We went into an agreement with the Balanced Scorecard Institute in US to introduce this particular first training seminar," explained Zbeida.

The first introductory course of the balanced scorecard had roughly fifteen attendees mainly from the Libyan telecommunication companies.

"We feel that this course is very important to us that's why we are participating. We have taken other courses but balanced scorecard helps one putting all his strategies in one map so that the picture would be clear to the top management ," said Mohammad Hassan, Department Manager, from the General Post and Telecommunication Company.

He added, "I feel focused and oriented and this will improve our services to our customers.

"This course gives us a better strategic view of moving faster in our work in a more efficient way in accordance with time schedule and the available budget. It also helps reducing the cost and assess the performance right from the beginning," said Hassan Sharif, Libyana Project Manager while attending the course.
